Foreign Affairs Minister, Hon. Moses Wetangula has reiterated the Government’s commitment to carry forward the reform process and deliver a new constitution to Kenyans. The Minister said this on 14th January, during a meeting in his office with Baroness Glenys Kinnock, the United Kingdom Minister of State for Africa who paid him a courtesy call.

On implementation of reforms by the Grand Coalition government, Baroness Kinnock said the UK was concerned by the slow pace of reform as agreed in the National Reconciliation Accord. The reforms include a review process leading to a new constitution referendum, creation of a new electoral oversight body, the systematic reform of the police and judicial institutions, prosecution of the masterminds of the post-election criminal acts, a renewed fight against corruption and land reform among others.

Wetangula said that though the pace of reforms may appear slow, there was considerable progress in 2009 on many of the areas. He added that the constitutional review process was on track and will be successfully accomplished.

He said that the President and the Prime Minister are leading the two power sharing parties of the Grand coalition in building consensus on key provisions of the Draft Constitution document.

Speaking during the meeting, Baroness Kinnock was optimistic of the renewed commitment and pledged the UK government’s technical support for the process.

Immigration

Baroness Kinnock said that the UK Government was interested in developing an instrument to facilitate legal migration and exchange of prisoners between the two governments. She said that her Government will work with Kenya to produce the document that will be mutually beneficial to the two countries.

Meanwhile, Baroness Kinnock delivered a letter from the British Prime Minister extending an invitation to H.E. President Mwai Kibaki to pay a state visit to the United Kingdom in February, 2010.
