DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Director, Plant Production and Protection Division (AGP), the incumbent will provide innovative leadership in pesticide management. This particularly concerns: the provision of a forum to governments, the pesticide industry and non-governmental organizations on all aspects of pesticide management; the development of strategies to reduce risks from pesticides; maximum residue levels in food and the environment; quality standards for pesticides; and provision of technical assistance to developing countries. In particular, the incumbent will:
• promote activities and initiatives accelerating the implementation of the International Code of Conduct on the Distribution and Use of Pesticides by governments and other stakeholders;
• lead FAO initiatives to identify and address critical areas in pesticide management, in Member countries, e.g., the use of highly hazardous pesticides (HHP), health and environmental hazards and the protection of pesticide workers, and guide development with Members of strategies to reduce pesticide risks;
• coordinate and supervise the work of the Joint FAO/WHO Meeting on Pesticide Residues (JMPR) and the Joint FAO/WHO Meeting on Pesticide Specifications (JMPS), and facilitate the integration of their outcomes into pesticide management practices and regulatory approaches;
• ensure the provision of the technical secretariat of expert panels and meetings on aspects of pesticide management, in particular for the Joint FAO/WHO Meeting on Pesticide Management;
• liaise with other UN organizations, in particular those involved in pesticide management like WHO, UNEP and others, the pesticide industry, NGOs, technical assistance agencies and research/development institutions with respect to pesticides;
• lead FAO’s participation in the Organization for the Strategic Approach to International Chemicals Management (SAICM);
• initiate and support monitoring activities regarding the implementation of the Code of Conduct as an integral element in FAO’s pesticide policy and through the cooperation with NGOs, the pesticide industry and technical assistance agencies;
• facilitate the regular review of the appropriateness of the Code of Conduct;
• technically supervise and coordinate the planning and implementation of technical assistance programmes, including Trust Fund projects, on the implementation of the Code of Conduct and on pesticide residues in food and the environment, and others in support to pesticide regulatory schemes;
• develop and update guidelines on various aspects of pesticide management;
• assemble and review information on current developments on pesticides, including, where appropriate, supervision of the design and development of pesticide information systems;
• participate as a member of inter-disciplinary teams to provide technical input in the plant production and protection area for improving food security and livelihoods;
• facilitate synergies among the full range of pesticide-related work within FAO and external thematic networks;
• perform any other related duties as required.

MINIMUM REQUIREMENTS

Candidates should meet the following:
• Advanced University Degree in Plant Protection, Environmental Science or other pesticide-related field
• Ten years of relevant experience in the field of agricultural pesticides, including work related to pesticide legislation/regulations, registration, and pesticide management which included work in developing countries
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two

SELECTION CRITERIA

Candidates will be assessed against the following:
• Relevance of work experience
• Extent of knowledge of pesticide science and pesticide regulatory control measures
• Extent of experience in, knowledge and understanding of national/international approaches and practices regarding pesticide management, in particular on risk reduction measures in developing countries
• Extent of experience in organizing and coordinating meetings and in preparing/editing written reports in English
• Evidence of leadership and of participation in multi-disciplinary teams as well as in working independently
• Extent of knowledge of the UN system and other stakeholders such as NGOs, pesticide industry, and international organizations especially agricultural research and development
• Extent of experience in planning and implementing technical cooperation projects
• Depth of knowledge and understanding of all aspects of pesticide management (full pesticide lifecycle) with specific reference to developing countries

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-5 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 135,400 US$ 159,549 (without dependants) and from US$ 145,749 to US$ 173,149 (with dependants)
