DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, Animal Production and Health Division, AGA, and the functional guidance of the ADG/Regional Representative for Africa (RAF), the incumbent will coordinate and catalyse the regional livestock programme by providing oversight, technical support and participating in programme development and implementation. Specifically to:
• contribute to AGA’s regular programme activities on animal health and livestock development, and support FAO’s global and regional livestock programmes;
• provide, in close association with the subregional offices, technical support to FAO members and regional organisations on the formulation and implementation of policies and programmes for the development, integration and improvement of a sustainable livestock sector in the region;
• provide, in close association with the subregional offices, technical support to FAO Members dealing with livestock issues and, where appropriate, technically backstop projects dealing with the livestock sector development in the region;
• act as focal point for livestock development programmes relevant to the region, including thematic crosscutting initiatives such as progressive control of transboundary animal diseases and key zoonoses, sustainable livelihoods, biodiversity, biosecurity; and good agriculture practices (GAP);
• promote and review programmes to prevent the introduction and/or spread of transboundary and major zoonotic animal diseases that include: disease surveillance, diagnosis and reporting; contingency planning and simulation exercises at national and regional levels;
• identify sustainable livestock intensification and GAP issues relevant to the region including: breed conservation and improvement, improved husbandry, transhumance, natural resource management and livestock marketing (including preservation and processing) of animal products;
• advise and coordinate livestock related responses to emergencies and disasters within the region;
• undertake analytical studies on specific technical and policy issues affecting livestock production and health; organize and conduct scientific and technical meetings; prepare reports, manuals, guidelines and other specialized publications;
• cooperate and/or liaise with national, regional and International institutions in planning/establishing training, extension, monitoring, research and capacity building programmes for the livestock sector;
• contribute to the development and maintenance of the AGA Divisional livestock information systems;
• perform other related duties as required.

MINIMUM REQUIREMENTS

Candidates should meet the following:
• Advanced University Degree in Animal Science, Veterinary Science or a related discipline
• Seven years of relevant experience in animal production and health programmes which included at least three or more years experience at international level in developing countries with particular experience in the Africa region
• Working knowledge of English and limited knowledge of French or Spanish

SELECTION CRITERIA

Candidates will be assessed against the following:
• Extent and relevance of experience in livestock development and animal health, predominantly in Africa
• Extent and relevance of academic qualifications in animal health and production
• Extent and relevance of project/programme formulation, implementation and technical support experience
• Ability to organize emergency and large scale livestock development and animal health strategies and campaigns
• Extent of negotiating and advisory skills as well as knowledge and understanding of the work of international organizations and national governments
• Extent of both oral and written communication skills (including ability to write concise reports on technical issues, in English)
Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.
* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 95,902 US$ 120,244 (without dependants) and from US$ 102,985 to US$ 129,871 (with dependants)
