| Qualifications |
Advanced university degree in business economics, development economics, public administration, international relations or related field
Ten years of relevant experience in the oversight and coordination of international cooperation activities, including a substantial period within the UN System
Working knowledge of English, French or Spanish, and limited knowledge of one of the other two
DUTIES AND RESPONSIBILITIES
Under the overall guidance of the Division Director and the supervision of the Chief, TCOM, and in close collaboration with the members of the Field Programme Support Network, the incumbent will perform the following:
prepare periodic and annual analytical field programme delivery assessment and forecasts reports, and identify operational constraints and issues;
monitor and analyse the pipeline situation, taking into account corporate planning tools (e.g. National Medium-Term Priority Frameworks and the Field Programme Management Information System) with a view to forecasting workload implications;
oversee and guide the introduction of results-based management and monitoring concepts into field programme monitoring, taking into account the Field Programme Management Information System;
develop guidance for results-based performance indicators for field programme development and implementation coherent and consistent with the Organizations Strategic Framework;
monitor field programme coordination, operation and management in the regions and headquarters and identify issues to ensure coherence in approach;
monitor and guide the work of the members of the Field Programme Support Network in the regional offices and subregional offices;
oversee and guide the quality assurance process for field programme documents, with specific emphasis on results-based performance indicators;
assist the Chief in the preparation of documents for the FAO Governing Bodies, UN Bodies, donors and other audiences;
contribute to the preparation of field programme procedures and guidance material;
participate in and contribute to divisional, departmental or corporate working groups related to field programme issues and FAO Reform;
perform other related duties as required

Demonstrated ability to analyse complex problems, present them in a succinct manner and develop options for solutions for presentation to management
Extent of experience in the formulation of field programme reports or project documents
Relevance of experience with results based management and monitoring
Familiarity with results-based management and monitoring concepts and methodology
Ability to plan, lead, organize, guide and supervise the work of others
Knowledge of cost accounting methodologies
Familiarity with database applications, data mining concepts, spreadsheets and web-based applications
Familiarity with the operational activities of the UN system
